All calls to Maintenance come into Central Maintenance Dispatch in San Ramon, California 7 days a <br />week, 24 hours via 1-800-423-3528. This includes calls to report spills, leaks, dispensers <br />damaged by cars, alarms triggered by leak detection equipment, and all emergency response <br />requests. All dispatchers are authorized to dispatch appropriate personnel immediately at the <br />request of the caller. <br />7 days a week, 24 hours a day Maintenance Dispatch is operated by trained personnel. <br />Contractors, mechanics and/or equipment can be dispatched to the site by one of the Maintenance <br />Dispatchers. This location works from a Computerized Maintenance Management system which has <br />a matrix within it that lists the Proprietary mechanic and the contractors (by specialty) available to <br />respond to an emergency in a specific zone. Hard copy binders of contractor/Mechanic lists are <br />kept at this location for backup in case the computer system is down. Upon report of product in the <br />annular space/secondary containment, Maintenance Dispatch will do the following: <br />If the caller is an Operator, immediate inquiry will be made regarding any losses during recent <br />inventory reconciliation. If the records are not available to the caller, the Territory Manager will be <br />contacted to review records at the site. Dispatch will immediately contact a maintenance mechanic <br />or contractor to: <br />1) Verify there is liquid in the annular space; 2) determined if the liquid is hydrocarbon or water. <br />a) If investigation verifies that there is product in the annular space, Dispatch will immediately make <br />arrangements to pump the annular space dry. Pumping of product or water will only be handled by <br />a Maintenance Mechanic or Chevron Approved contractor, product or water removed will be <br />appropriately manifested, transported by a licensed carrier, and disposed of at a Chevron and State <br />approved site licensed to accept the material. <br />b) The Mechanic or Contractor will attempt to determine if the product has come from the primary <br />tank or some other source. <br />c) If it is obvious (without doing a precision test) that the product has come from the primary tank, <br />Dispatch will immediately arrange for a tank pump out and repair/replace activities will begin. In <br />the case of repair, the Tank Test coordinator will handle repair arrangements and precision testing. <br />If replacement is required, the appropriate zone Engineer will handle the project. <br />d) If the product in the annular space is water entering the tank from the outer shell, <br />repair/replacement activities will take place as noted in "c" above. <br />e) If it is determined that the liquid in the annular space is water and there are no product losses from <br />the primary tank and no indication of additional water entering the tank, the Tank Test Coordinator <br />will arrange for a precision test of the of the annular space. Based on the results, <br />repair/replacement activities will take place as noted in "c". <br />f) If the Maintenance Mechanic or Contractor is unable to determine how the liquid entered the <br />secondary containment the Tank Test Coordinator will immediately have the appropriate precision <br />tests conducted. <br />g) If it is determined at any time during the process that there has been a release (defined as product <br />leaking from the primary tank to the annular space or water entering the annular space from the <br />back fill), a leak report will be prepared and forwarded to the Marketing Assistant -Compliance. <br />The MA -compliance is responsible for reporting to all regulatory agencies as required. In addition, <br />the Tank Test Coordinator will prepare and forward a Fiberglass failure report to headquarters. <br />
