Box 2009 ENVIR0�-,M ;,,; A <br />Stockton, California 95201 FEE y ; <br />RE: ABANDONMENT OF UNDERGROUND STORAGE TANK <br />124 WEST ELM STREET, LODI, CALIFORNIA <br />Dear Mr. Knoll: <br />American Environmental Management Corporation (AEMC) has been retained by Pacific <br />Bell (Pac Bell) to review and help interpret the results of past studies pertaining to the <br />underground storage tanks (USTs) located at the Pac Bell facility at 124 West Elm Street, <br />Lodi, California (site). This letter report presents a chronology of the site history and <br />includes results and recommendations regarding the final disposition of the USTs in <br />question. <br />SITE HISTORY <br />In 1950 Pac Bell installed a 550 gallon single -walled steel UST at the site for the purpose of <br />holding diesel fuel to power a backup electric generator. This UST reportedly was never <br />used to hold any fluid other than diesel fuel. It was placed underground beneath a 20 -foot <br />deep reinforced concrete vault with 2.7 -foot thick walls and two 6 -inch thick roof sections. <br />The UST is accessible from the surface via a manway. Due to an increased need for diesel <br />fuel storage capacity, a new 2000 -gallon single -walled steel UST was installed in 1974 just <br />to the northwest of the 550-*allon UST at a depth of approximately 10 feet below ground <br />surface (bgs). From that point in time the 550 -gallon UST was never again used to fuel the <br />generator. <br />On 29 June 1988 the Fire Marshal of the City of Lodi Fire Department issued a letter to <br />L.B.M.E. Corporation, a consulting firm representing Pac Bell, stating that the dormant <br />550 -gallon UST "will be allowed to be filled in place in lieu of removal." The <br />Environmental Health Division of the San Joaquin Local Health District (SJLHD) was <br />contacted on 22 July 1988 and Pac Bell submitted an application for permission to fill and <br />abandon the 550 gallon UST at the site in place. Conditions for abandonment in place <br />required the drilling of three holes near the tank with two samples taken in each boring. <br />Although the SJLHD did not respond to this application, Pac Bell contracted with Elder <br />Engineering (L.B.M.E. Corporation) to conduct the required exploratory soil boring <br />program. <br />On 21 November 1988, L.B.M.E. Corporation issued a soil characterization report to the <br />SJLHD entitled "Report of Contamination Investigation for Permanent Tank Closure (fill <br />in place) One 550 -gallon diesel tank".
