r <br />� 1.0Introduction <br />0 <br />1.1 Site Description <br />The Pacific Bell facility is located at 10th East 12th Street in Tracy, California (Figures 1 and <br />2). The area surrounding the site consists of residential, commercial, and governmental <br />properties, with the Tracy City Hall located approximately 300 feet southwest of the site, <br />across 11th Street. <br />The nearest surface body of water 1s the lower main canal, located approximately 0.60 tulles <br />west of the site. Groundwater is estimated to exist approximately 20 feet below grade. Local <br />groundwater flow is assumed to be northerly following local topography. <br />1.2 Objectives <br />IT Corporation (IT) was contracted by Pacific Bell to provide environmental consulting <br />services for the removal and disposal of one 2,000 -gallon steel underground storage tank <br />(UST), located in the parking lot of their facility in Tracy, California. A new 2,000 gallon <br />double wall steel UST was installed in the resultant excavation as part of the emergency <br />power system. <br />1.3 Permits <br />Permits for tank removal were obtained by the Robert H. Lee and Associates, from the Tracy <br />Fire Department prior to initiating tank removal activities. The Tracy Fire Department was <br />notified of the tank removal; however, no representative was present during removal. Robert <br />McClellon of San Joaquin County Environmental Health Division observed the tank removal <br />procedures. <br />.0 Field A Ct%v%tleS <br />2.1 Tank Removal and Reinstallation <br />Representatives of Aronson Engineering Incorporated began excavation activities on January <br />18, 1995, with the disconnection of the piping and removal of the concrete and soil above the <br />tank. Soil above the tank was removed and stockpiled on visqueen. The concrete rubble was <br />stored separately.
