A permit(SR0072496)was taken out and Diesel product piping was installed on 12/29/2015. The six month testing was due by 6/29/2016. Testing was completed on 1/23/2018 and is approximately 18 months past due. Secondary containment testing is required six months after installation and at least every 36 months after. Ensure that the secondary containment testing is done on time. Send the testing results to the EHD within 30 days. This is a Class 11 violation. 301 HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. Arrived on site to witness routine secondary containment testing and six month retest for SR0069897. When the technician on site opened up the 1/2 under dispenser containment unit the bottom was seen with approximately 4 cups of fuel. The technician noted that the dripping appeared to be coming from a bad gasket on the filter housing. The technician on site cleaned up the fuel but did not fix the leak. The underground storage tank system shall be operated to prevent unauthorized releases. Immediately make the repairs and send the work invoices to the EHD within 30 days.
