SAN .JOAQUIN COUNTY <br />ENVIRONMENTAL HEALTH DEPARTMENT <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sogov.org/ehd <br />UNDERGROUND STORAGE TANK (UST) PROGRAM INSPECTION REPORT CONTINUED <br />Facility Trac Valero Facility 2375 N Tracy Blvd, Tracy, CA DateInspection Oct 17, 2013 <br />Name: y Address: <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />Due to the primary containment system failures, noted in the ELD test report dated September 6, 2013 <br />(prepared by CGRS, Inc), the San Joaquin County Environmental Health (EHD) issued a revised service <br />request # SR0066437 approval letter, dated September 16, 2013. Several site inspections took place at <br />this facility pursuant to the above referenced service request: <br />• On September 30, 2013, corrosion protection of the newly installed 89 and 91 -octane spill and <br />vapor containers was verified. <br />• On October 7, 2013, the testing of the 89 -octane, 91 -octane, and the waste oil spill containers (1 - <br />hour hydrostatic test), was observed. Also drain valves functionality, and the functionality of all <br />existing annular sensors (L-4 through L-7) was verified. The 87 -octane turbine capacitor was <br />replaced, and due to malfunctioning of all turbine sump sensors, further testing (pertaining to the <br />SR0066437) was not conducted on this date. <br />• On October 10 and 11, 2013, the ELD testing was witnessed. On October 11, 2013, the <br />functionality of sensors L-1 through L-3, and C-1 through C-4, was verified, including positive shut <br />down and fail safe. The calibration and testing of all existing mechanical line leak detectors (a 3 - <br />gallon per hour test at 10 psi was observed) was witnessed. <br />Since concrete was broken near the 89 and 91 -octane underground storage tanks, a secondary <br />containment test was required in the EHD's approval letter, dated September 16, 2013. However, <br />passing ELD testing results are acceptable to satisfy the secondary containment testing requirement. <br />As such, functionality of the monitoring system (pursuant to SR0066437) was verified to ensure that <br />monitoring has been restored to meet the requirements of Title 23 California Code of Regulations and <br />the Health & Safety Code. All leak detectors were tested to confirm that installed leak detection devices <br />can detect a leak of 3 gallons per hour at 10 psi. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />Ins Received By: Title: <br />pl �1 hi la cavae <br />EHD 23-02 Rev 04/19/12 Page 3 UST INSPECTION REPORT <br />
