Updated UST Monitoring and Response Plans are enclosed, including a
description of Best Management Practices for monitoring.
2. Elite IV has been issued a purchase order to test, adjust,or replace the 87
octane MLD, as necessary. A permit will be obtained by Elite IV,if
required.
3. The max product alarms in the 89 octane tank appear to be valid. The
TLS-350 appears to be properly programmed for tank volume. There is no
provision, procedural or otherwise,to manually override the overfill
prevention device. However, that does not mean that the equipment
cannot be illegally defeated. Our carrier has been warned repeatedly to
estimate loads so that fuel deliveries do not result in overfilling. Elite IV
will check the position of the OPW 61 SO for proper function and position
in the drop tube. The flapper valve should be completely closed by 95%
capacity,or 9240 gallons(82.5 inches) for the 10,000 gallon Owens-
Corning 89 octane tank at this location.
4. A signed Return to Compliance Certification is enclosed.
