I tried to call you to discuss
this matter after meeting with management but instead, I got your answering machine.
Title 23 CCR section 2712 (Permit Conditions) (i) states "A copy of the permit and all conditions and attachments,
including monitoring plans, shall be retained at the facility.
The law does not say that if the monitoring plans are correct in California Environmental Reporting System (CERS), then
there is no need to have the monitoring plans on site.
Health & Safety Code Section 25286 (c)(7) states "The name and 24-hour phone number of the contact person in the
event of an emergency involving the facility." This is in regards to the application for (UST) permit or renewal.
I know these requirements of having current monitoring plans and response plans on site at every facility is labor
intensive on your part and you along: cannot do this. You need additional help and I hope that you are able to get it.
Please call me if you would like to discuss this matter further.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209) 468-9852
Email: vmccartney(a-)sicehd.com
