879-G2U1, respectively. Both of these systems are monitored by
the requirements of Alternative 5: daily inventory reconciliation,
annual tank testing, and continuous operation of pipeline leak
detectors. Systems 879-GlUl and 879-G2U1 are not presently
equipped with pipeline leak detectors. Installation is expected
in early 1989 .
Reconciliation of the daily input with daily withdrawal data for
system 879-GlUl shows 4 quantity variations to exceed allowable
limits. For system 879-G2U1, reconciliation of daily input with
daily withdrawal data shows 12 quantity variations to exceed
allowable limits. Allowable limits are calculated from the
Inventory Reconciliation Sheet submitted by your office.
Tables 1 and 2 summarize the daily variations of fuel quantity
measurements of systems 879-GlUl and 879-G2U1, respectively, that
exceeded the allowable limits. The plus signs associated with
the values of the tables' fourth column numerically refer to the
fuel product volume difference between Actual Variation and
Allowable Variation. In all cases, this fuel product volume
difference infers that the underground storage tanks contained
more fuel than was measured. A review of measuring equipment and
inventory reconciliation procedures is currently being evaluated.
The Inventory Reconciliation Quarterly Summary Report Form is
attached for your records. The form was included in your letter
dated August 3, 1988, which pertained to the Site 300 facility
underground storage tank compliance review. In addition, the
enclosed letter, from Gary Peters Enterprises, provides tank test
results which show tank systems 879-GlUl and 879-G2U1 did pass the
precision tests performed on June 19, 1988.
If you have any questions regarding this report, please contact
Connie DeGrange at (415) 422-5167.
Sincerely,
2 Irl
Richa C.
