Tables 1 and 2 summarize the daily variations of fuel quantity measurements
of systems 879-GlUl and 879-G2U1, respectively, that exceeded the Allowable
Variations. The plus signs associated with the values of the tables' fourth
column, "Amount Over Limit (gal.)" refer to the fuel product volume
difference between Actual Variation and Allowable Variation. In these cases,
this fuel product volume difference infers that the underground storage tanks
contained more fuel product than was accounted. The minus signs associated
with the values of the tables' fourth column refer to the fuel product volume
difference where the underground stroage tanks may have contained less fuel
product than was accounted.
Reconciliation of the daily input with daily withdrawal data for system
879-GlUl shows 2 quantity variations to exceed the allowable variations for
the 3rd quarter of 1988 and the 1st quarter of 1989.
Reconciliation of the daily input with daily withdrawal data for the system
879-G2U1 shows 18 quantity variations exceeding the allowable variations for
the 3rd quarter of 1988, 12 quantity variations exceeding the allowable
variations for the 4th quarter of 1988, and 8 quantity variations exceeding
the allowable variations for the 1st quarter of 1989. The enclosed tank test
report from Gary Peters Enterprises shows tank system 879-G2U1 passed the
precision test performed on February 23, 1989 which signifies, in fact, the
system is leak tight. The annual precision test is one of three components
of monitoring alternative no. 5 to confirm tank tightness integrity. Since
the implementation of more stringent inventory reconciliation practices in
January, 1989, there have been fewer days per quarter the Actual Variations
have exceeded the Allowable Variations, as is shown in Table 2.
The Inventory Reconciliation Quarterly Summary Report Form is also attached
for your records. The form was included in your letter of August 3, 1988,
which pertained to the Site 300 facility underground storage tank compliance
review.
If you have any questions regarding this report, please contact
Connie DeGrange, Leader, Environmental Guidance and Monitoring Division,
at (415) 422-5167.
Sincerely,
//_= c -
Richard C.
