L
WRIAN MONITORING AND RESPONALAN
UNDERGROUND STORAGE TANK MONITORING PROGRAM
This monitoring program must be kept at the UST location at all times. The information in this monitoring program are conditions of the
operating permit. Lawrence Livermore National Laboratory (LLNL) Experimental Test Site 300 (Site 300) must notify the San Joaquin
County Environmental Health Department, (209) 468-3420, within 30 days of any changes to the monitoring procedures, unless required to
obtain the approval before making the change. Required by CCR 2632 (d) and 2641 (h).
FACILITY NAME LLNL Site 300 875-D1U2 DATE: 7/29/03
FACILITY ADDRESS Corral Hollow Road, south of Tracy. California
1. Name(s) and Title(s) of the people responsible for performing the monitoring and/or maintenance.
A current contact list is posted at 875-DIU2 with this Monitoring Program (see attached).
2. Describe the frequency of performing the monitoring for:
TANKS — Continuous electronic interstitial monitoring PIPING — Continuous electronic monitoring of the
underground piping at the piping sump.
3. Describe the location(s) of where the monitoring will be performed. i.e., location of sensors
See attached facility and UST plot plans.
4. Describe the following equipment for each underground storage tank.
Name and Model of Monitoring Panel Veeder-Root TLS -350
Name and Model of Line Leak Detectors Not applicable
Name and Model of Annular Sensors Veeder-Root Model 420
Name and Model of Piping Sensors Veeder-Root Model 205
Name and Model of Dispenser Sensors Not Applicable
Type of overfill prevention Mechanical overfill
5. Do the Turbine Sensors and Dispenser Pan Sensors shut down the turbine? Yes ❑ No ❑ NA ■
Does the turbine shut down if a sensor is disconnected Yes ❑ No ❑ NA ■
Does the turbine shut down if the monitoring panel loses power? Yes ❑ No ❑ NA ■
6. How will the alarm history and subsequent maintenance be recorded?
An alarm history is maintained by the Veeder-Root system and can be printed out at the control panel. Inspections,
maintenance activities (including annual maintenance and certification), alarms, and response are documented in the
875-D 1 U2 Logbook located at the monitoring system control panel. In the event of a release, the information required in
23 CCR 2651 will be entered in the logbook when applicable.
7. Maintenance of the monitoring equipment must be performed at least once every 12 months. Describe the
preventive maintenance schedule and recording for the monitoring equipment. What month will annual
monitoring certification be performed in?
Annual maintenance and certification occurs in October. During the annual maintenance and certification, the in -tank
magnetostrictive probe, the tank interstitial space sensor, and the piping sump sensor are removed and inspected for
evidence of damage or deterioration, and tested to verify that they operate and trigger an alarm. Monitoring equipment is
maintained as needed, and is annually certified by a qualified vender to be in proper operating condition according to
manufacturer's specifications. LLNL Industrial Electronics personnel may also perform additional inspection and
testing. Documentation is recorded in the logbook (see item #6) and on the Monitoring System Certification form
submitted to the County.
Note: For new installations the secondary containment must be tested 6 months after installation. All secondary containment systems
must be tested once every 36 months with initial testing performed before January 1, 2003.
8. Describe the training necessary for operation of the UST system, including piping and monitoring equipment.
Tank Operators receive on-the-job training for tank system operation and inspection; they are trained by vendors and/or
LLNL personnel to respond to monitoring system alarm conditions and fuel spills. Tank Operators and their designees
will review this document when any substantive changes are made. Training documentation is maintained by the
Maintenance Mechanics Shop Supervisor.
UST Monitoring Program 875-D1U2 I of 5 7/29/03 sb
