0 <br /> interdepartmental letterhead <br /> Mail Station L-633 <br /> Ext. 3-3641 <br /> October 20, 1993 <br /> TO: UST 830-DlU1 File <br /> FROM: Rick Henry" <br /> Tanks and Assessments Guidance (TAG) Group <br /> SUBJECT: Telephone conversation with Bill Snavely of the San Joaquin <br /> County Public Health Services-Environmental Health Division <br /> (PHS-EHD) regarding the UST 830-D1U1 project status. <br /> On October 20, 1993, Bill Snavely and I discussed the results of analyses of the <br /> soil samples collected during the UST 830-D1U1 closure. The soil sample <br /> collected from the bottom of the tank excavation showed 290 ppm diesel fuel <br /> (expressed as TPH-D). According to Bill Snavely, the LUFT Leaching Potential <br /> Analysis (LPA) applied to this site specifies a threshold concentration for <br /> further investigation of 1000 ppm diesel fuel in soil. Because the sample <br /> collected from within the excavation showed only 290 ppm TPH-D, Mr. <br /> Snavely declared that the excavation was clean (enough) and authorized <br /> filling the excavation with clean fill and restoring the site to grade. With <br /> regard to the two soil piles, the overburden pile (which showed ND for diesel <br /> fuel) may be used as backfill in the UST 830-DlU1 excavation. The soil pile <br /> containing soil from beneath the tank (which showed 4,700 ppm TPH-D) must <br /> be disposed off-site or retained for bioremediation on-site.
