?Wrence Livermore National Laboratory <br /> a <br /> August 12, 1993 <br /> Mr. Bill Snavely <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> Post Office box 2009 <br /> Stockton, CA 95201 <br /> SUBJECT: Qualification to Perform Underground Tank Closures <br /> Dear Mr. Snavely, <br /> At the time of a July 19, 1993, telephone conversation with Rick Henry of my <br /> staff you requested additional information to support our closure plans for <br /> the in-house removal of out-of-use underground diesel fuel tanks at <br /> Buildings 814 and 830. The requested information was to show compliance <br /> with state regulations for the California Contractors License and Hazardous <br /> Waste Certification, completion of a San Joaquin County Public Health <br /> Services questionnaire, workman's compensation certification, and the <br /> identity of the newly contracted laboratory that will analyze the closure soil <br /> samples. <br /> The California State Licensing Board (CSLB), after conferring with its legal <br /> department, ruled that Lawrence Livermore National Laboratory (LLNL) is <br /> not subject to the state licensing requirements of Business & Professions Code <br /> Section 7058.7. This is the section specifying various contractors licenses and <br /> the Hazardous Waste Certification requirement. Mike Brown, Assistant <br /> Licensing Deputy at the CSLB, may be reached at (916) 255-3950 for a <br /> discussion and confirmation of this ruling. As a result of this ruling we have <br /> placed "N/A" for "Not Applicable" in the appropriate spaces on the San <br /> Joaquin County Public Health Services "California Licensed Contractor <br /> Questionnaire". A completed copy of this questionnaire is attached. <br /> LLNL is self-insured for workman's compensation insurance. A certificate of <br /> self-insurance is attached for your files. <br /> We are also providing replacements for pages "3" and "9" in each of the <br /> Building 814 and 830 closure plans. The new pages correctly identify the <br /> analytical laboratory that will analyze the closure soil samples. LLNL has <br /> changed analytical laboratories.
