CLOSURE REPORT FOR <br /> UNDERGROUND DIESEL STORAGE TANK <br /> 827-D1U1 <br /> BACKGROUND: <br /> Location of underground storage tank (UST) 827-DlU1 at Lawrence Livermore National <br /> Laboratory(LLNL): on the south side of Building 827A,Site 300. <br /> The tank supplied diesel fuel to the Building 827A boiler. <br /> The tank was closed because it lacked secondary containment,and is not being replaced. <br /> Date the tank was removed from service: 3/9/94. <br /> Date the tank Closure Plan was submitted to San Joaquin County Public Health Services on <br /> 1/10/94. <br /> Tank Volume Dimensions Construction Date of Contents <br /> (gallons) Installation <br /> 8,000 8 ft.x 22 ft. Single-walled 1967 Diesel Fuel <br /> Carbon Steel <br /> [X] UST 827-DlU1 approved Closure Plan Application for Underground Tank Closure <br /> Permit enclosed as Appendix A. <br /> TANK/PIPING INFORMATION: <br /> The tank contents were recovered by: LLNL-Hazardous Waste Management (HWM) <br /> Date: 3/9/94. <br /> The tank contents were transported by: • A 4,700 gallon tanker containing diesel fuel was <br /> transported on 3/9/94 by LLNL-HWM from Site 300 to LLNL's main site in Livermore <br /> (Uniform Hazardous Waste Manifest #92884696) and on 3/16/94 from LLNL to USPCI <br /> (Uniform Hazardous Waste Manifest#92884556)both corresponding with LLNL Hazardous <br /> Waste Disposal Requisition#H131468•and • A 2,700 gallon tanker containing diesel fuel was <br /> transported on 3/9/94 by NG Chemical from Site 300 to USPCI (Uniform Hazardous Waste <br /> Manifest#92884697•Hazardous Waste Disposal Requisition#H131467). <br /> The tank contents were disposed of as: 7,400-gallons diesel hazardous waste Date: 3/9&16/94. <br /> Final disposition of the tank's content: USPCI Date:3/9&16/94. <br /> Name and address of disposal facility: USPCI Treatment & Recovery Services, <br /> 1021 Berryessa Rd.,San Jose CA 95133(408)453-6046. <br /> [ X ] Uniform Hazardous Waste Manifest "Treatment, Storage, Disposal (TSD) Facility to <br /> Generator" and LLNL Hazardous Waste Disposal Requisition copies for tank contents <br /> are enclosed as Appendix B. <br /> A representative of San Joaquin County,Mr.William Snavely was present during tank removal <br /> activities. <br /> Method of inerting: Addition of 25 lbs.dry ice into tank per 1000 gallons(250 lbs total). <br /> Lower explosive limit (LEL) reading or oxygen level reading within the tank prior to tank <br /> removal: At 2/3 down within tank: 4 —5%LEL,20.3%OZ <br /> At bottom of tank: 4%LEL 17.7%OZ <br /> Name and affiliation of the person who measured the LEL reading or oxygen level reading <br /> within the tank prior to tank removal: Steve Gobel from PetroTek. Also, Dan Rodriguez and <br /> Jerry Ledbetter from LLNL <br /> The tank was removed by: PetroTek(Fred Nattemkemper) Date: 3/11/94. <br /> Total length of aboveground piping removed: None. <br /> Total length of underground piping removed: <br /> • In August of 1993 the fuel lines (supply & return) were caped at the boiler by Site 300 <br /> Plant Engineering The fuel supply,fuel returnand low-pressure steam piping were enclosed <br /> within a 12-inch diameter corrugated metal pipe (CMP) The low-pressure steam line piping <br /> connected the boiler to the fuel oil heater.
