CLOSURE REPORT FOR UNDERGROUND STORAGE TANK 827-DlU1 <br /> CLOSURE REPORT CONCLUSIONS: <br /> • UST 827-DlUl was closed according to the Closure Plan approved by the San Joaquin <br /> County Public Health Services <br /> • In August of 1993 the fuel lines(supply&return)were capped at the boiler by Site 300 Plant <br /> Engineering. The fuel supply,fuel return.and low-pressure steam piping were enclosed within <br /> a 12-inch diameter corrugated metal pi_l2 (CMP) The low-pressure steam line piping <br /> connected the boiler to the fuel oil heater. The low-pressure steam line piping was covered <br /> with asbestos and was removed by a State of California registered asbestos abatement <br /> contractor, J D General and shipped to "General Industrial" (8/26/93• Manifest #92259058• <br /> Hazardous Waste Disposal Requisitions#H127243&#H127237). <br /> • The low-pressure steam pining had been removed b sliding aiding it out of the CMP (8/26/93),. <br /> leaving the CMP in-121ace <br /> • The fuel lines contained within the CMP were later removed by ABM Mechanical along with <br /> the boiler and its inside pumps and day tanks(9/29/93) These sections of pipe were taken off- <br /> site by ABM Mechanical(no requisition or manifest). The CMP was left in-place. <br /> • On March 11 1994 the remaining product(portion not contained within the CMP) and vent <br /> line piling was removed by PetroTek and transported by Erickson to the Erickson facility. As <br /> the tank was lifted from the excavation ten gallons of diesel fuel sludge poured through a <br /> corrosion hole in the bottom of the tank resulting in the removal of the free liquid remaining in <br /> the tank Impacted soil was excavated placed on plastic and sampled for TPH-D analysis The <br /> results of the TPH-D analyses for samples collected from the excavated soil (east and west <br /> stock <br /> piles) and one of the two soil samples collected from within the excavation(at a depth of <br /> 194 inches below the surface and near the area of spilled sludge) indicated the presence of <br /> diesel fuel OnWy one sample collected from the west soil stockpile(TK05-01-827-D1U1-SP-SO) <br /> indicated the presence of Toluene (0.73 mg/kEthvlbenzene (0.54 mg/kg) and Xylenes <br /> (3.2 mg/kg):Benzene was not detected in the sample BTEX constituents were not detected in <br /> any of the other samples collected <br /> • The stockpile has not been remediated and is currently awaiting proper disposal or reuse <br /> • On 6/22/94 Inspector William Snavely visually inspected the inside of the CMP and stated <br /> that soil samples from beneath the CMP culvert were not required in order to receive <br /> "Closure." The approximately 20-foot long section of CMP remains closed in place. <br /> • At this time LLNL does not plan any further action for this tank closure <br /> [X] Photographs of tank closure activities are enclosed as Appendix D. <br /> [N/A] A copy of the State Water Resources Control Board UST Permit Application Form B <br /> shall be submitted to your office within 30 days of the submittal of this report. <br /> [N/A] A copy of the State Water Resources Control Board UST Permit Application Form B <br /> was submitted to your office with the UST Closure Plan. <br /> OTHER OBSERVATIONS: <br /> • When the tank was lifted from the closure excavation (3/11/94) it released ten gallons of <br /> sludge through a corrosion hole. The remaining free liquid within the tank was then removed, <br /> and the corrosion hole was reamed and plugged prior to tank shipment. The potentially <br /> impacted soil was excavated and sampled Tank testing had shown this tank to be leak tight. <br /> • As required an Underground Storage Tank Unauthorized Release (Leak)/Contamination <br /> Report was sent to Mr. Doug Wilson of the Public Health Services of San Joaquin County on <br /> March 18 1994(see Appendix F) <br /> • Weather was sunny and windy. <br /> • Soil compaction was performed as indicated on the Consolidated Engineering Labs Field <br /> Density Report see Avvendix G). <br /> • The certificate of tank destruction is enclosed as Appendix H. <br /> 6 6 <br />
