Lawrence Livermore National onal Laboratory
LM
■
r i a;? 2!; P11 2: 24
March 18, 1994
Mr. Doug Wilson
Public Health Services of San Joaquin County
Environmental Health Division
P. O. Box 2009
Stockton, Ca 95201
Subject: Underground Storage Tank Unauthorized (Leak)/
Contamination Site Report,Tank 827-D1U1 at Building 827
Attached is an Underground Storage Tank Unauthorized Release (Leak)/
Contamination Site Report for tank system 827-DlU1 at Lawrence Livermore
National Laboratory Site 300.
The underground storage tank 827-D1U1 at Building 827A was an 8,000 gallon
single-wall carbon steel tank that supplied diesel fuel to the Building 827A boiler.
On March 11, 1994, the tank system was closed and the tank was removed from the
ground. As the tank was lifted from the excavation, ten gallons of diesel fuel sludge
poured through a corrosion hole in the bottom of the tank. This release resulted in
the removal of the free liquid remaining in the tank. The corrosion hole was
reamed and plugged and the tank was loaded for shipping. Impacted soil was
excavated, placed on plastic, and sampled for TPH-D analysis.
In addition to the release through the corrosion hole, sensory evidence suggested
that diesel fuel was disseminated in fill gravel and soil below the tank. Suspected
impacted materials were excavated, placed on plastic, and sampled for TPH-D
analysis. The disseminated contamination may be explained as resulting from
historic tank overfilling and/or slow tank leakage.
Mr. Bill Snavely of your office was present at the job-site and was a witness to the
827-D1U1 closure activities. Therefore, the required 24-hour verbal notification was
immediate.
An Equal Opportunity Employer•University of California•P.O.Box 808 Livermore,CA 94551-9900•Telephone(510)422-1100 •Twx 910-386-8339 UCLLL L VMR
