A site plan must be submitted identifying the locations where <br /> monitoring will be performed. A copy of the UST Monitoring Site Plan was uploaded into CERS during time of <br /> inspection. This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The 87, 91, and diesel STP turbine sump sensors were not at the lowest point of the sumps and not located to detect a <br /> leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. The sensors were relocated to the lowest point of the sumps by the service technician. Ensure <br /> that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class II violation. <br /> 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed on the south side of the 87 fill sump and on the south side of the diesel STP sump . If water could <br /> enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The <br /> service technician removed two cups of water from the 87 fill sump and one cup of water from the diesel STP sump <br /> and retained it for future use. Ensure that the 87 fill sump and diesel STP sump are maintained free of liquid. This is a <br /> Class II violation. <br /> 326 CCR 2635(b)(2)Overfill prevention system not present,was overridden, or failed to meet overfill requirements. <br /> The Enunciator, used as part of the overfill prevention system did not function on the diesel UST overfill prevention <br /> system was tested. The service technician adjusted the enunciator knob for volume and retested all the overfill <br /> prevention systems for all the UST tanks with passing results. This is a Class II violation. <br /> NOTE: If in the future the overfill prevention system in not functioning, immediately discontinue deposition of petroleum <br /> into the tanks until the component is repaired or replaced by a properly licensed,trained, and certified contractor under <br /> permit and inspection of the EHD. If the failed component can't be replaced immediately, there is a possibility that the <br /> UST system may be red tagged to prevent fuel inputs. <br /> Overall Inspection Comments: <br /> Consent to perform the inspection, take photos and collect samples was given by Harold Murray the Manager . <br /> This facility's designated operator is Dave Winkler (ICC expiration date: 3/10/16) .
