The Diesel / 91 tank annular space liquid sensor was raised approximately 11 inches off the <br />lowest point of the tank annular space and was not located to detect a leak at the earliest opportunity. <br />The riser height is 154 inches and the sensor cord length was 143 inches long. Approximately two <br />inches of liquid was measured in the annular space with a tape measure. Monitoring equipment shall be <br />maintained to be able to detect a leak at the earliest possible opportunity. The liquid was removed from <br />the annular space during the inspection and the sensor was relocated to the lowest point of the Diesel / <br />91 tank annular space. <br />The following violations apply to the Oil Change area tanks only <br />11, 17,18, 19, 20) The following underground tanks in the oil change basement do not qualify for the <br />Health and Safety Code section 25283.5 exemption since all exterior surfaces including the bottom <br />cannot be viewed: 500 gallon 5W-30 oil, 500 gallon ATF, 100 gallon purple product oil tank, 1000 gallon <br />5W-20 oil, 110 gallon 15W-40 oil, 110 gallon 1OW-30 oil, 80 gallon 20W-50 oil, and 80 gallon 80W-90 oil <br />tanks. Facility owner Chris Buscaglia said that the tank configuration has not changed since the <br />inspection last year. <br />Apply for a retrofit permit with the Environmental Health Department (EHD) to bring the above tanks into <br />compliance with Title 23 California Code of Regulations and Chapter 6.7 of the Health and Safety Code <br />OR <br />Adjust the tanks configuration to allow visual observation of all tanks in the basement during the weekly <br />operator inspection. <br />Correct immediately. <br />Notes <br />#1) Fill out and return the following by July 8, 2011: Return to Compliance Certification form, a written <br />statement explaining how each violation listed above was resolved, and supporting documentation. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME Wir END'S CURRENT HOURLY RATE. <br />EHD Ins dor: l� <br />Re�eived6 _ __ ____—` <br />Title: <br />IV, !
