Box 2301 <br /> Orinda, CA 94563 <br /> Re: Kaiser, 7373 West Lane, Stockton, CA 95210 SR0066940 <br /> The San Joaquin County Environmental Health Department (EHD) has completed the review of <br /> the application for a permit to install new double-walled product pipe in the existing rock guard <br /> pipe on the underground storage tank (UST) system at the above noted address. Soil sampling <br /> and analysis will be done under the existing rock guard pipe. The permit has been approved <br /> with the following conditions: <br /> 1. Contact the local fire department and the San Joaquin Valley Air Pollution Control <br /> District for any applicable permits and requirements. <br /> 2. Any changes in information and scope of work must be submitted to EHD for approval <br /> prior to commencing work. All new addenda supersede the previous ones. <br /> 3. Contact Garrett Backus at (209) 468-2986 to arrange the following inspection <br /> appointments (a 48-hour notice is required for inspection appointments). <br /> a. Primary piping soap test: One hour pneumatic pressure test at 110% of operating <br /> pressure, or 40 psi, whichever is greater. <br /> b. Secondary piping soap test: One hour pressure test per manufacturer's guidelines. If <br /> there are no manufacturer's guidelines, test shall be performed using an applicable <br /> method specified in an industry code or engineering standard. <br /> c. 24-hour hydrostatic test (or equivalent) on the turbine sump. <br /> d. Witness soil sampling of all soil borings. <br /> e. Witness grouting of bore holes. (A different inspector may witness) <br /> Please be aware that the facility cannot operate the UST system prior to the EHD <br /> inspection and approval. <br /> 4. Soil and piping rinsate analytical results must come directly to this department from a <br /> third party California certified laboratory with affixed chain of custody within 30 days of <br /> the work. <br /> 5. Within 30 days of disposal provide the Hazardous Waste Manifest or hazardous waste <br /> determination for soil excavated during the sampling process, piping removed and piping <br /> rinsate. <br /> FIEECOPY <br />
