Still others are taking
a wait and see position as EVR progresses. One
thing is certain: virtually all jurisdictions will accept
new EVR equipment, some will not accept old
CARB-approved equipment.
SHOULD YOU CONSIDER UPGRADING TO
TIME NEW EVR EQUIPMENT?
Some important facts to consider when developing
an equipment strategy in the face of the uncertain
regulatory environment:
1. Equipment certified under previous CARB
regulations is decertified as the new EVR
standards take effect. There is no mechanism
by which this equipment can become re -certified
to the old standards. Likewise, no new, or
improved equipment can become certified to
the old CARO requirements (CARO will only
certify equipment to the new EW requirements).
The old CARB regulations, and therefore
equipment approved under the previous
CARB requirements, will become obsolete.
2 It seems inevitable that EVR will become the
new standard in many jurisdictions. Now that EVR
equipment is available, jurisdictions that follow
CARB will be compelled to adopt the new, more
stringent EVR standards.
3. The performance of the new EVR equipment
is superior. The EVR requiremen#s and testing
protocol force manufacturers to develop more {
robust ever tighter, and more reliable products.}+ a
4. installing EVR certified equipment provides a
higher level of protection against fugitive emissions
and pn!zxae decay fest finloma a --
5 (nstailting EUS cer[gied equipment provides a iatt
safe fueling environment and enhances air quality.
Significant engineering and financial resources
are required to meet the design and certification
challenges imposed on manufacturers by EVR.
