Beneath Record keeping for all three tanks, change"yes" to"no"for Tank Integrity Testing Results; <br /> and change"no"to"yes" for Equipment Maintenance and Calibration Records. For tanks C-1 and C-2, beneath <br /> Under Dispenser Containment(UDC) Monitoring, change the UDC Leak Sensor Model to 208 sensor. Immediately <br /> log into CERS, update the required information, and submit for review by the Environmental Health Department <br /> (EHD). <br /> This is a minor violation. <br /> 106 CCR 2632(d)(2) Failed to have an approved UST response plan. <br /> The Response Plan is not current. Under Section IV RESPONSIBLE PERSONS, remove Steve Edel's name since he <br /> has retired. <br /> This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The diesel north submersible turbine pump (STP) sump 208 sensor was found lying down and was not capable of <br /> detecting a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at <br /> the earliest possible opportunity. The service technician placed t he 208 sensor at the lowest point in the diesel north <br /> STP sump. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. <br /> Approximately one-quarter cup of liquid was found in the diesel south submersible turbine pump (STP) sump, <br /> 87-product STP sump, diesel north STP sump; approximately one cup of liquid was found in the under dispenser <br /> containment (UDC) 3/4 sump; and approximately one-half cup of liquid was found in the waste oil fill sump. The <br /> service technicians removed the liquid at the time of the inspection. Continue to monitor the sumps and if the liquid <br /> returns, immediately contact a properly licensed, trained, and certified contractor to address the water intrusion <br /> under permit and inspection of the Environmental Health Department. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> During the testing of the 5.0 horse power diesel line leak detector, there was a release of approximately five gallor <br /> of diesel onto the concrete near dispensers 1/2 and 3/4. The Teichert crew immediately contained the spread of <br /> the diesel and removed all of the product for the concrete, then scrubbed the concrete and placed all of the <br /> hazardous waste into a 55-gallon drum labeled Hazardous Waste. Because of the spill and the illness of the <br /> service technician, testing of the 5.0 horse power diesel line leak detector was not completed today. The facility <br /> will reschedule the testing for another day. <br /> Page 4 of 5 <br />
