The diesel annular sensor was found not located at the bottom of the tank to detect a leak at the
earliest opportunity. The wrap around sensor was calculated to be short by 8 inches. (According to the
tank set up, the tank diameter is 118 inches. The riser was measured at 593/4 inches. The calculations
indicate the annular should be 245 inches, but it was measured at 237 inches.) Monitoring equipment
shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was
relocated at the time of inspection.
REPEAT VIOLATION
311. The bulk delivery diesel line leak detector failed to detect a leak when tested. All line leak
detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. Immediately have a properly
licensed, trained, and certified contractor repair or replace the failed leak detector (LG 113-x listed, if
applicable) and obtain a permit within one business day from the EHD. If the failed leak detector can't
be replaced immediately, there is a possibility that the diesel UST system may be red tagged to prevent
fuel inputs.
REPEAT VIOLATION
Complete and submit a copy of the Return to Compliance Certification form to the EHD by October 12,
2013, along with a statement documenting the corrective actions that have been or will be taken for each
violation, and any supporting paperwork.
Provided: Return to Compliance Certification form
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
THIS FACIL S SUBJECT TO REINSPECTION AT ANYTIME AT EHD'S CURRENT HOURLY RATE.
EHD 23-0 Rev 04/1 EI2 Orf Page 3 UST INSPECTION REPORT
VIOLATIONS
#
C1
C2
M
Code Section
HSC = CA Heatth and SafetyCode; CFR = Code of Federal Regulations
C1 = Class 1 violation; C2 = Class 2 violation; M = Minor violation
Non -Pressurized Piping (continued)
702
CCR 2643(e)
Biennial tightness test of gravity piping not performed (pre -January 1, 1984) (M1)
703
CCR 2643(d)
Triennial line test for conventional suction piping not performed (pre -January 1, 1984) (M7)
Other Violations
999
1 1 1 10ther:
See attached "Continuation — Official Inspection Report" for violation(s) not listed above.
SUMMARY OF VIOLATIONS
CLASS I, CLASS II, or MINOR -Notice to Comply)
ROUTINE ANNUAL INSPECTION AND MONITORING SYSTEM CERTIFICATION
Class I I violation: (303, 311)
303.
