3.0 EMPLOYEE TRAINING AND MEDICAL SURVEILLANCE <br /> REQUIREMENTS <br /> All ERM and ERM Contractor personnel working on site (including their <br /> on-site supervisors)who may be exposed to hazardous substances,health <br /> hazards, or safety hazards will not be permitted to participate in or <br /> supervise field activities until they have been trained to a level required <br /> by their job function and responsibility, and medically qualified to <br /> perform the work. Prior to mobilization, all site workers are required to <br /> have the following training and medical surveillance: <br /> Task Training Requirement Training Needed <br /> Hazardous waste operations at sites where Title 8 CCR 5192 •Initial 40-hour training <br /> hazardous substances are present(applies •Annual 8-hour refresher training <br /> to work in designated exclusion zones) •Annual or biennial medical <br /> clearance(if exposed to greater <br /> than permissible exposure limit <br /> (PEL);greater than established levels <br /> in the absence of PEL;wear <br /> res irators for greater than 30 days) <br /> Hazardous waste operations where Title 8 CCR 5192 • Initial 24-hour training <br /> exposure greater than PEL or other • Annual 8-hour refresher training <br /> established levels is unlikely and the work <br /> is performed occasionally(e.g., <br /> groundwater monitoring,land surveying, <br /> or geophysical surveying) <br /> General construction activities such as Title 8 CCR 1510 • Initial and annual training on <br /> excavation, scaffolds,hand and power specific topics <br /> tools,material handling,etc. • Employee must read and follow <br /> manufacturer's instructions <br /> Equipment and Machinery Operation Title 8 CCR 1510(b) • Training and/or competent in the <br /> operation of equipment such as <br /> skip loader,ditch witch,and water <br /> truck <br /> Storm Water Pollution Prevention Plan Construction Storm Water • Initial SWPPP training <br /> SWPPP Inspection Permitting Requirements <br /> Drilling,excavations,trenching,and other Title 8 CCR 1541(b) • Training prior to working on the <br /> ground disturbance activities(oversight ERM Subsurface Clearance project <br /> only) (SSC)Policy • ERM-designated SSC Experienced <br /> Persons must oversee all SSC <br /> activities <br /> Use of respirator Title 6 CCR 5144 • Annual training <br /> • Respirator fit test <br /> • Annual medical clearance <br /> (spirometry) <br /> ERM 3-1 DEERE/129740-9/29/2011 <br />
