7i 0
E May 23, 1990
Lodi Concrete Pipe Service
Mr. and Mrs. Harry Lorz
17320 Valley Blvd.
Jackson, CA 95642
RE: Lodi Concrete Pipe Service IN REPLY REFER TO SITE CODE: 1733
381 W. Taddei Rd.
Acampo 95220
The San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently
completed the review of the Soil Remediation Plan submitted by Lodi Concrete Pipe Service on November
30, 1989. The proposed relocation of contaminated soil off-site for treatment/aeration cannot be
sanctioned by this office, but must be approved by California Regional Water Quality Control Board
(CRWQCB) and Department of Health Services (DHS).
Due to the high levels of contamination reported in the soil samples collected during the tank removal,
the high soil permeability, and the relatively shallow depth to groundwater at this site, a Soil
Contamination Workplan (SCW) and a groundwater investigation will be necessary in order to adequately
define the extent of contamination.
For the above reasons, a Soil Contamination Workplan (SCW) should be submitted by June 15, 1990 and
a Preliminary Report should be submitted by July 15, 1990. A Preliminary Report will be required in
order for this office to evaluate any request for clean-up certification.
If a SCW is not received by the June 15, 1990 deadline, this office may request formal enforcement action
by the CRWQCB.
If you have any further questions regarding this matter, contact Harlin Knoll, RENS, of my staff at (209)
468-3455.
Jogi Khanna, M.D., M.P.H.
Health Officer
Laurie A. Cotulla, REHS, Program Manager
Environmental Health Division
LAC/HK:nr
c: Mr. Ron Conway
c: Mr. George Barber
