V 4r.I <br /> Memorandum to Donna Heran <br /> November 8, 1994 <br /> Page 3 <br /> 12/06/89 PHS-EHD received a proposal/workplan to overexcavate an additional 4 <br /> feet of contaminated soil from the original tank pit and resample the <br /> excavation. <br /> 12/07/89 PHS-EHD staff spoke to Mrs. Lorz via the telephone and notified her <br /> that the proposal submitted lacked necessary details regarding <br /> transportation and destination of the contaminated soil, clearance from <br /> the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> that the soil can be treated off-site, and lithological details of the <br /> contaminated area. <br /> 12/11/89 PHS-EHD issues a written directive to the owner of the property and the <br /> owner/operator of the USTs, Mrs. Harry Lorz. The directive instructs the <br /> responsible party (RP) to submit a proposal for continued remediation <br /> and provides details as to what this proposal should include. <br /> 01/08/90 PHS-EHD received a letter proposal from Falcon Energy again <br /> proposing to remove an additional 4 feet of soil from the tank pit. <br /> 01/11/90 PHS-EHD staff and Mrs. Lorz discussed the items necessary to <br /> complete the soil investigation. Mrs. Lorz indicated the contaminated <br /> soil would be relocated off-site to a second party's property. Mrs. Lorz <br /> was instructed to gain approval from the CVRWQCB for this <br /> unorthodoxed approach to remediation. <br /> 01/18/90 Ms. Hinson spoke to Mrs. Lorz on this date to confirm the lacking details <br /> of the proposal. Additionally, Mrs. Lorz was informed that a <br /> groundwater investigation would likely be necessary due to the proximity <br /> of the soil contamination to the seasonal high groundwater elevation. <br /> Mrs. Lorz acknowledged that this would be necessary. Mrs. Lorz stated <br /> that she no longer owned the property and that PHS-EHD should <br /> contact the new property owners directly and discuss the requested <br /> items. The date of the recordation was December 1, 1989. <br /> 04/24/90 PHS-EHD had conversation with the new property owner, Ron Conway, <br /> regarding the site status and received the new residence address of the <br /> Lorz' (Jackson, CA). <br /> 05/07/90 PHS-EHD asked for a status update from Supervisor George Barber <br /> regarding his meeting with Mrs. Lorz. Mrs. Lorz stated to Mr. Barber <br />
