c
2) Notify the San Joaquin County Public Health Services -
Environmental Health Division (PHS/EHD) 48 hours prior to work
initiation.
3) Overexcavate the former tank cavity using a backhoe or
excavator to a depth and area necessary to remove the
contaminated soil. The area will be determined during
excavation by analyzing the soil on-site using a photo-
ionization detector (PTD) , but the depth may be limited by
groundwater. We anticipate removing approximately 50 - 100
cubic yards of soil.
4) Contaminated soil will be stockpiled on plastic sheeting
adjacent to the excavation, pending analytical results.
5) Spray the excavated soil with water (if necessary) to minimize
the release of volatile organic compounds into the atmosphere.
After excavation, cover the soil with plastic sheeting.
6) As excavation proceeds, monitor excavated soil for the
presence of volatile organics using a photo-ionization
detector (PID) .
7) Soil samples will be collected from the bottom and szdewalls
of the excavation using the backhoe bucket. Discrete soil
samples will be in pre-cleaned brass tubes as directed by a
representative of the (PHS/EHD) . We anticipate collecting a
total of(4) soil samples (three from the sidewalls and one
bottom sample) .
8) Samples will be capped and sealed with tape and stored on ice
pending analysis.
9) Label and log soil samples on a chain-of-custody form.
10) Analyze soil samples for total petroleum hydrocarbons (TPH as
gasoline) and volatile aromatics (BTE&X) in accordance with
EPA methods 8015m and 8020, respectively.
11) The excavation will remain open until analytical results are
received from the laboratory. If the analytical results
confirm the removal of all contaminated soil, the excavation
will be backfilled with either clean fill material or pea
gravel.
12) Preparation of a report summarizing the results of the above
investigation. The report will be submitted to the PHS/EHD and
the Central Valley Regional Water Quality Control Board
(CVRWQCB) .
r
3
