a y <br /> Chaney, Walton & McCall LLC <br /> 417 Mace Boulevard, Suite J, PMB-284 <br /> Davis, California 95616 <br /> f,rr 2.. <br /> �i,; 636 <br /> January 18, 2000 <br /> Ms. Donna Heran, REHS, Director <br /> Environmental Health Division <br /> San Joaquin County Public Health Services <br /> 304 East Weber Avenue <br /> Stockton, California 95202 <br /> Subject: Site Assessment Work Plan - Site Code No.1616 <br /> Former Dole Fresh Fruit -Victor Fruit Operations, <br /> 8751 East Highway 12, Victor, California <br /> Dear Ms Heran: <br /> This Work Plan is being submitted by Chaney, Walton& McCall (LLC) (CW&M) on <br /> behalf of the Dole Fresh Fruit Company (Dole), in response to a December 15, 1999 <br /> letter from the San Joaquin County Public Health Services/Environmental Health <br /> Division("County" or "PHS/EHD")to Dole, the former owner of Victor Fruit Operations <br /> (VFO). <br /> The former Dole facilities are located at 8751 East Highway 12, in Victor, California(the <br /> "Site"). (Refer to PHS/EHD files for Site Code No.1616). An underground storage tank <br /> (UST) was removed from the VFO Site on November 12, 1991. This Site Assessment <br /> Work Plan addressed the PHS/EHD's request for additional investigation of Site <br /> conditions at the former UST location. The Work Plan was prepared in accordance with <br /> the requirements for a Site Assessment Work Plan set forth by the Central Valley office <br /> of the Regional Water Quality Control Board (RWQCB) [RWQCB Tri-Regional <br /> Guidelines Appendices A and B, 19941. <br /> CW&M submitted a report, on behalf of Dole, entitled "Support for Site Closure", and <br /> dated October 15, 1999 (the Report"). The Report documented the basis for Site closure <br /> for the former 550-gallon capacity UST. The required soil sample collected from the <br /> excavation in 1991 contained trace concentrations of the constituents of concern; <br /> however, none of the constituents were found above the County's maximum allowable <br /> concentrations. Analytical laboratory testing on the collected soil samples included total <br /> petroleum hydrocarbons as gasoline (TPHg), and the gasoline constituents benzene, <br /> toluene, ethylbenzene and xylene (BTEX). <br /> The objective of the Site Assessment described in the attached Work Plan is to further <br /> investigate the location of the former UST, collect representative soil samples and <br /> analyzed those samples for MTBE, as well as TPHg and BTEX compounds.
