Hwy, 12 CUF#: 18115 <br /> Lodi, CA 95242 Global ID: T0607700170 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed your Request <br /> for Temporary Suspension of Quarterly Ground Water Monitoring (request) dated February 2, <br /> 2009, submitted by your consultant, Advanced GeoEnvironmental Inc. and provides the <br /> following comments. <br /> The request was to suspend all groundwater monitoring of all the site wells until you receive <br /> your most recent reimbursement request from the State Water Resources Control Board <br /> Cleanup Fund (CUF). The EHD is aware of the current economic situation with the CUF and <br /> the difficulties it imposes for responsible parties continuing to investigate their sites but cannot <br /> approve suspension of all ground water monitoring activities at your site. <br /> Please be aware that the California Code of Regulations, Title 23, Section 2652 requires owners <br /> of contaminated underground storage tank sites to report quarterly on the status of their site to <br /> the lead regulatory agency overseeing the investigation. The report must include an update on <br /> specific information and results of all corrective action (investigation) which has occurred during <br /> the period. An item that must be discussed in each quarterly report is future investigative <br /> actions and a time schedule for implementing the actions. You may prepare this report yourself <br /> unless geologic or engineering interpretation is included which would require that it be prepared <br /> by an appropriately registered professional. <br /> The EHD has reviewed the analytical data from the most recent ground water sampling event, <br /> October 16, 2008. The data from this event and the data from the previous ground water <br /> sampling event on July 16, 2008, show that no petroleum constituents have been detected in <br /> the groundwater samples analyzed. In addition, the soil vapor laboratory data collected in <br /> February 2008 showed that no petroleum constituents were detected in the vapor samples. <br /> Therefore, your site may now be eligible for a determination that further action is not required. <br /> Please have your consultant prepare a "No Further Action Required" (NFAR) report for your site <br /> and place it on GeoTracker for the EHD to review. The Tri-Regional Guidelines — Appendix A <br /> Reports (16 April 2004), Section 6.6 format should be used to prepare the NFAR report. Please <br /> include ground sample data from First Quarter—2009 in the report. <br />
