Since some sots contamination was present, and had lin upped in--o 10th <br /> Street, additional subsurface investigation was required by County of Saxe Joaquini Pabfrc <br /> Health Services-Environmental Health Division (PHS-EHD) which was presented .in the <br /> Problem Assessment Report (PAlZ) dated April 29, 1996. The FHS-£HD requested in they <br /> letter dated May 13, 1998 that an excavation workplan be prepared to remove rendual <br /> contaminants. <br /> Introduction and Technical Appmach <br /> Discussions with the PHS-EHD representative indicates that the groundwater plume hiis been <br /> defined by the work presented in the PAR, and plume movement is limited in extcxtt. A <br /> limiter} vadose zone soil cleanup of the former tank excavationr <br /> and pump island is wa arnted <br /> at this time. This would remove contaminants in the vicinity of the former tanks and,pump <br /> island which could be a contmuung source of groundwater contamination. This is a crntsistent <br /> approach with the current and evolving guidance prepared by the San Joaquin Valley Rigianal <br /> Water Quality Control Board (RWQCB). <br /> Migration of contaminants on the capillary fringe away from the source has cauu'ed the <br /> groundwater problem, typical of sites with petroleum fuel contaminants. 5;asonai <br /> groundwater fluctuations may cause some additional spreading of contaminants howe'rer, the <br /> -- "prime hiig-miu ited a short distance under 10th Street just north of the site. The City cf Tracy <br /> has indicated that excavation under the street is impracticable any time and excavation into the <br /> street will not be allowed. In our opinion, the contaminants adjacent to the street are confined <br /> to capillary fringe and dissaived components as revealed by the previous study :tit the <br /> ,immediate vicinity of the former tank pit Given the current and evolving guidance of R'NQCB, <br /> 67 E.
