Wright
Environmental
Services, Inc.
October 3, 1996
Wright No. 4070-P-3
M&M Automotive
60 East Tenth Street
Tracy, CA 95376
Attn: Mr. Larry McLean
Subject: Additional Soil and Groundwater Investigation Site Code 2554
60 East Tenth Street, Tracy, CA 95376
Dear Mr. McLean:
Wright Environmental Services, Inc. (Wright) is pleased to provide M & IVI
Automotive with this proposal for environmental services. This cost estimate is in
response to the August 12, 1996 letter, from Mr. Stephen Sasson of the San Joaquin
County Public Health Services-Environmental Health Division (PHS-EHD). In that
letter, Mr. Sasson indicated that he reviewed the May 31, 1996 Proposed Source
Removal Cleanup and Monitoring Workplan for Additional Environmental Services,
prepared by Wright. Mr. Sasson also stated that prior to granting approval for the
proposed scope of work, a feasibility study and a Corrective Action Plan (CAP) is
required. The tasks included in this proposal are described below:
SCOPE OF WORK
TASK 1.0: CORRECTIVE ACTION PLAN
Prepare and submit a feasibility study and a CAP that proposes at least two remedial
technologies, and provides a comparison of all costs associated with them from the
initial phase through closure as required in the August 12, 1996 PHS-EHD letter. The
CAP includes the feasibility study, all investigative and monitoring data, and a
complete assessment of both the extent of contamination, and the site hydrogeology.
TASK 2.0: WORKPLAN/STATE FUND PRE-APPROVAL DOCUMENTS
Prior to preparing the above described feasibility study and CAP, Wright will submit
pre-approval requests to the State UST Clean Up Fund (FUND) representative. Upon
review of feasibility study and CAP by PHS-EHD and acceptance of a remedial
technology, Wright will prepare a workplan and cost estimate to submit a pre-
approval application to the FUND.
Wright will arrange for PHS-EHD oversight fees to be billed directly to your office.
All estimated costs for the scope of work identified in this proposal are identified in
Attachment A. Any additional work which may be required during the course of this
feasibility study, CAP preparation and workplan for remedial alternatives will be
charged (after receipt of your written approval) on a cost plus basis.
4220 Commercial Dr. #5 - Tracy, California 95376
Telephone (209) 833-0758 • Fax (209) 832-5152
