f <br /> LW <br /> ti. <br /> 3.0 DESTRUCTION OF GROUNDWATER MONITORING WELLS <br /> The objective of this scope of work was to remove the three groundwater monitoring wells and <br /> any waste generated or stored at the site, so that the regulatory agencies could close the case <br /> and issue a "No Further Action Required" letter. To achieve this objective, Ramage <br /> Environmental supervised the destruction of the monitoring wells and coordinated the proper <br /> disposal of waste well materials, soil and water from the site. <br /> 3.1 Planning and Permitting <br /> On October 23, 2008, San ,Joaquin County EHD issued permits (SR#55754 and #55755) to <br /> destroy the three monitoring wells. Two permits were required because the wells were located <br /> on two separate property parcels. One well (MW-1) was located on the subject site, and the <br /> other two wells (MW-2 and MW-3) were located in the city of Tracy Hamilton Alley right-of-way. <br /> Copies of the approved well destruction permits are included in Appendix A. <br /> t. <br /> On October 23, 2008, the city of Tracy issued encroachment permit#08-1780 to destroy the two <br /> wells in the Hamilton Alley right-of-way. As a condition of the permit, Ramage Environmental <br /> distributed a posting of the proposed work to all businesses along the Hamilton Alley access. A <br /> copy of the encroachment permit is included in Appendix A. <br /> La <br /> At least two working days prior to field work, Ramage Environmental notified EHD and <br /> Underground Service Alert so that regulatory and underground utility inspections could be <br /> scheduled (USA Ticket#568313). As a condition of the encroachment permit, and to secure a <br /> safe work area within the city right-of-way, Ramage Environmental contracted with Direct Traffic <br /> Control to be on-site during all work within Hamilton Alley. <br /> 3.2 Monitoring Well bestruction and Site Restoration <br /> LO <br /> On November 7, 2008, under Ramage Environmental supervision and EHD inspection, All Well <br /> Abandonment (AWA), a state of California licensed drilling contractor (C-57 License#848359) <br /> destroyed the three wells. Prior to destroying the wells, AWA measured the depths to <br /> groundwater and total depths of the wells. The total depths of the wells ranged from 20.0 to 20.5 <br /> feet, and the depth-to-groundwater ranged from 9.30 to 10.20 feet bgs. All three monitoring <br /> wells were originally constructed as 2-inch diameter wells in 8-inch diameter boreholes. The <br /> wells were installed to depths of 20 feet, and included 15 feet of polyvinyl chloride (pvc) well <br /> screens, spanning from 5 to 20 feet bgs, and blank pvc casings from ground surface to 5 feet <br /> bgs.
