D., M.P.H., Acting Health Officer � ; _ • <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 t`�F °cfFo •�`� <br /> 209/468-3420 <br /> CRAIG OGATA am 21 1W <br /> SAN JOAQUIN COUNTY FACILITIES MANAGEMENT <br /> 222 E WEBER RM 675 <br /> STOCKTON CA 95202 <br /> Re Agricultural commissioner's Office Site Code 1 793 <br /> 503 East Tenth Street, Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed review of <br /> the "Work Plan"dated June 18, 1997 that was prepared by Ramage Environmental PHS/EHD has the following <br /> comments for your consideration <br /> The work plan proposed twelve soil boring locations which will be advanced using a direct push rig to <br /> determine the lateral and vertical extent of the soil contamination evidenced at the time of the October 28, <br /> 1988 tank removals The work plan also proposed to evaluate the nature and extent of groundwater <br /> contamination, first by collecting grab groundwater samples and then by installing a minimum of three <br /> monitoring wells The work plan stated that the borings would be advanced to a maximum depth of 20 feet <br /> below ground surface (bgs) Since significant soil contamination up to 4,800 ppm extractable TPH, 760 ppm <br /> TPH-gasoline and 27 ppm benzene was detected at 9 feet bgs, it may be necessary to advance the soil boring <br /> to depths greater than 20 feet, in order to determine the vertical extent of the soil contamination, regardless <br /> of the water depth encountered It may be necessary that more than two soil samples per borehole be <br /> analyzed to characterize the distribution of the soil contamination Also, additional analyses may be necessary <br /> to characterize additives, other than fuel hydrocarbons, that may have been used in the weed oil formulation <br /> process <br /> The work pian indicated that the continuous cores and soil samples would be field logged Pursuant to the <br /> Business and Professions Codes all geological interpretive activities must be done under the direct supervision <br /> of a registered professional geologist The work plan stated that the sod boring would be abandoned with <br /> bentonite chips that will be hydrated Please note that boreholes shall be abandoned using an approved <br /> cement/bentonite slurry which is placed from the bottom up using a tremmie pipe <br /> Once field activities are completed and prior to submittal of the soil samples to the laboratory. PHS/EHD must <br /> be contacted to discuss which samples will undergo analysis The summary report should include a table with <br /> all soil and groundwater sample results obtained from the site and any recommendations for further <br /> investigation and/or remediation, including the locations of the proposed monitoring wells Please contact the <br /> State Water Resources Control Board Cleanup Fund Unit to obtain pre-approval If you have not done so <br /> already, you should submit a Cleanup Fund application PHS/EHD can assist you in the preparation of the <br /> application <br /> Please submit three permit applications with 189 per application along with a City of Tracy encroachment <br /> permit and the neighboring property owner's written permission for offsite access Please also contact me <br /> once the drilling is scheduled and at least two work days prior to initiating field activities so that inspections <br /> may be schedule If you have any questions, comments or wish to schedule field inspections, please contact <br /> me at (209) 468-0337 <br /> Donna Heron, Director, RENS <br /> Environmental Health Division <br /> Mary Meays, Senior WAS Margaret�Lagorio.
