Box 2009 ENVIRONMENTAL HEALTH
Stockton, California 95201 PERMIT/SERVICES
WORK PLAN FOR ENVIRONMENTAL. ASSESSMENT
LATHROP PROPERTY
91 East Thorsen Road
Lathrop, California 95241
WKA No. 1184.02
Introduction
We are submitting this work plan for an environmental assessment of the subject property. The
purpose of our work is to determine the extent of on-site petroleum hydrocarbon contaminated
soils discovered during an exploratory soils boring program performed as part of a
preacquisition site assessment of the subject property.
Site Review
The property consists of approximately three acres of vacant land comprising one parcel in
Lathrop, California. An analysis of stereoscopic aerial photographs dating back to 1963 and
interviews with persons familiar with the property history revealed that the property was once
the site of an automobile service station. The station had been known as Wiggins Trading
Post, which utilized subsurface fuel tanks; we understand the facility ceased operation in the
1 60s. The subsurface fuel tanks are said to have been removed in the early 1970s.
We performed a preacquisition site assessment of the property for Bennett & Compton, Inc.
in April, 1990. Our work included the drilling of ei h wrt aruck-mounted drill
rig in the area of the property anticipated of ave contained the subsurface fuel tanks. We
encountered visual and olfactory evidence in two borings indicating soils contamination by
petroleum hydrocarbons. Laboratory test results of one soil sample revealed a concentration
of 7,600 parts per million total petroleum hydrocarbons.
Proposed Scope of Work
The scope of our work will include the drilling of a minimum of six exploratory borings in the
area of the property where we previously encountered soils contamination, apparently the result
of former leaky subsurface fuel tanks. The borings will extend to a maximum depth of 20 feet
below existing grade, accomplished with a Mobile B61 drill-rig equipped with hollow-stem
