E OMUNDR G.BPOWN JR.
CALIFORNIA MArTREW RODRIQUEZ
Water Boards SECRETwRT FOR
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
11 January 2013
Mr. George Luxbacher
Glenn Springs Holdings, Inc.
5005 LBJ Freeway, Suite 1350
Dallas, TX 75244-6119
REVIEW OF WORK PLAN FOR SUPPLEMENTAL SULFOLANE INVESTIGATION, FORMER
OCCIDENTAL CHEMICAL CORPORATION FACILITY, LATHROP, SAN JOAQUIN COUNTY
Staff of the California Regional Water Quality Control Board, Central Valley Region (Central
Valley Water Board) has reviewed the Work Plan for Supplemental Sulfolane Investigation
(Work Plan), dated 27 November 2012. The Work Plan was prepared by ARCADIS US, Inc.
(ARCADIS) on behalf of Glenn Springs Holdings, Inc., (GSH) for the former Occidental
Chemical Corporation manufacturing facility (Site). The Site is located at 16777 South Howland
Road in Lathrop, San Joaquin County.
In the Addendum to the Well Installation and Hydraulic Testing Report and Additional Well
Installation Work Plan (Hydraulic Testing Report), dated 13 September 2012, GHS proposed to
install additional extraction and injection wells at the Site to expedite the removal of
contaminants of concern (COCs) 1,2-dibromo-3-chloropropane (DBCP) and ethylene dibromide
(EDB), and the solvent 2,3,4,5-tetrahydrothiophene-1,1-dioxide (sulfolane). In a letter dated 9
November 2012, Central Valley Water Board staff approved the Hydraulic Testing Report.
In 2012, sulfolane was detected east of the Howland Road in J.R.Simplot's (Simplot's) Backup
Supply Well (BSW) and in Simplot water table/shallow monitoring wells LP001, LP002 and
LP0010. Sulfolane was not detected in Simplot's Primary Supply Well (PSW) or in Simplot water
table monitoring wells.
The data provide new information regarding the nature and extent of sulfolane east of Howland
Road. Therefore, GHS proposes additional investigation to delineate the lateral and vertical
extent of sulfolane in the eastern area of the Site. Specifically GHS proposes to:
1. Install a multi-cluster monitoring well cluster approximately 200 feet below ground
surface (bgs) to assess the extent of sulfolane between the former sulfolane source
area (EW-09) and the BSW well. This data will also be used to monitor remedial
progress from the future treated water injections at proposed well INJ-12 that has
been approved in the Central Valley Water Board 9 November 2012 letter.
KARL E.
