The remaining nine (9) domestic wells listed below were sampled from one (1) to six (6) times during the third quar- ter of 1986. 9118 9118 Connie Ave. 9149 9149 Connie Ave. 1707 1707 Waudman Ave. 1741 1741 Waudman Ave. 1955 9155 Lucile Ave. 9147 9147 Thornton Ave. 9177 9177 Thornton Ave. 9179 9179 Thornton Ave. Khjw Unknown Although each of these wells (except for the unknown) are lo- cated either cross gradient or upgradient, no information was found in the file indicating who initially requested the sam- pling action with the domestic wells. No information was found on who selected the initial twenty (20) wells or who reduced the original sampling group to eleven (11) domestic water wells. The file does indicate that domestic water analysis results were made on more than one occasion during the third quarter of 1986 to Laurie Cotulla via telecom with a printed copy being sent by mail. The file further indi- cated that a telecom occurred between Mr. David Lewis of Southland and Mr. Dan Ward of the RWQCB on August 5, 1986. During an apparent discussion which evolved around domestic water services, David writes, "He thinks the sampling process should continue a few more times to confirm BTX levels. " I suspect that a verbal conversation occurred during the third quarter of 1986 in which domestic well issues were decided. In review of this project's history, during its early days, I am amazed that there was virtually no written correspondence from your office or form the Regional Water Quality Control Board on advising Southland whether or not the health and well being of the general public was being met. With the Southland Corporation having little expertise in issues of this sort in 1986, we placed our confidence in our project consultant (Groundwater Technology) and support the actions taken by them.
