The remaining nine (9) domestic wells listed below were <br /> sampled from one (1) to six (6) times during the third quar- <br /> ter of 1986. <br /> 9118 9118 Connie Ave. <br /> 9149 9149 Connie Ave. <br /> 1707 1707 Waudman Ave. <br /> 1741 1741 Waudman Ave. <br /> 1955 9155 Lucile Ave. <br /> 9147 9147 Thornton Ave. <br /> 9177 9177 Thornton Ave. <br /> 9179 9179 Thornton Ave. <br /> Khjw Unknown <br /> Although each of these wells (except for the unknown) are lo- <br /> cated either cross gradient or upgradient, no information was <br /> found in the file indicating who initially requested the sam- <br /> pling action with the domestic wells. No information was <br /> found on who selected the initial twenty (20) wells or who <br /> reduced the original sampling group to eleven (11) domestic <br /> water wells. The file does indicate that domestic water <br /> analysis results were made on more than one occasion during <br /> the third quarter of 1986 to Laurie Cotulla via telecom with <br /> a printed copy being sent by mail. The file further indi- <br /> cated that a telecom occurred between Mr. David Lewis of <br /> Southland and Mr. Dan Ward of the RWQCB on August 5, 1986. <br /> During an apparent discussion which evolved around domestic <br /> water services, David writes, "He thinks the sampling process <br /> should continue a few more times to confirm BTX levels. " I <br /> suspect that a verbal conversation occurred during the third <br /> quarter of 1986 in which domestic well issues were decided. <br /> In review of this project's history, during its early days, I <br /> am amazed that there was virtually no written correspondence <br /> from your office or form the Regional Water Quality Control <br /> Board on advising Southland whether or not the health and <br /> well being of the general public was being met. With the <br /> Southland Corporation having little expertise in issues of <br /> this sort in 1986, we placed our confidence in our project <br /> consultant (Groundwater Technology) and support the actions <br /> taken by them. <br />
