THE
SOUTHLAND
CORPORATION
March 15, 1991
San Joaquin County Department
of Health Services
C/o Ms. Laurie A. Cotulla
P.O. Box 2009 n
Stockton, CA 95201q ... ?
Re: Southland property #20680 MAR f 9 19ol
SJCDOHS site Code #1886 ENVIRONMENTAL HEALTH
9110 Thornton Road PERMIT/SERVICE5
Stockton, Ca
Dear Ms. Cotulla:
I am enclosing to you for your review and file a report dated
March 11, 1991 which details the operation of a vapor extrac-
tion system which previously operated at the above referenced
project site.
In response to item number one (1) of your letter dated Feb-
ruary 20, 1991, Southland trusts that the enclosed Vapor Ex-
traction report will satisfy any immediate concern over the
decommissioning of this equipment.
In defense of our action in decommissioning the ground water
treatment system, the following comments are made. Groundwa-
ter samples collected from the recovery well indicate that
drinking water standards were exceeded once during the past
seventeen (17) months. This event occurred on January 25,
1990 when 1.0 parts per billion of benzene was detected in a
laboratory sample. I cannot personally justify the expense
of operating a remedial system(s) when there is no evidence
that any contaminant exists above state action standards.
A work plan which will be forthcoming to you in the next few
days will include the installation of a single on site boring
and monitoring well. The soil and groundwater results col-
lected from this planned activity should indicate if any fur-
ther remedial effort is necessary or if Southland should pro-
ceed in discussions with your office as the specific
requirements for obtaining case closure on this site.
SOUTHLAND ENVIRONMENTAL SERVICES/ LOCATION 2987
5820 STONERIDGE MALL ROAD/SUITE 310/P.O.
