STATE C:- CALIFORNIA GEORGE DEUKMEJIAN, Govarnor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTiER ROAD, SUITE A
SACRAMENTO, CA 95827-3098 f
19 September 1990 k
Kim A. Smith
Kroloff, Belcher, Smart, Perry
& Christopherson
7540 Shorline Drive
Stockton, CA 95209
SOUTHLAND SITE,9110 THORNTON ROAD,STOCKTON - MONITORING AND
CLEANUP
We have reviewed your 8 August 1990 correspondence to The Southland Corporation
(Southland) regarding an agreement between your clients (Robert and Susan Rocha)
and Southland for the maintenance and monitoring of existing wells and the request
for an additional well on the Rocha's property. Apparently there is considerable
disagreement concerning the need for a new well and access to the existing
monitoring wells. To alleviate your concern over the former, we will suggest to
Southland that the well be placed elsewhere in the public right-of-way on Connie
Avenue. Regarding the continued access to the on-site monitoring wells, we hope
that your clients can now move expeditiously to resolve their differences with
Southland so that Southland may complete the investigation and cleanup of the
ground water contamination in a timely manner.
Southland has demonstrated a willingness to complete the required work and did
provide your client with a municipal water supply when the on-site production well
was contaminated. We understand your clients' impatience with this four year
project and hope they will continue to cooperate with Southland during the
remainder of the remediation program. Once the remediation program is completed,
Southland will properly close and remove the monitoring wells.
If you ve / uestions, please call me at (916) 361-5740.
O O
rider oun nk Program Coordinator
cc: Laurie Cotulla, San Joaquin County Public Health Services, Environmental
Health Division, Stockton
Mr. Hal Miller, Southland Corporation, Pleasanton
