ZR-88-28 <br /> OF THE SAN JOAQUIN COUNTY PLANNING DIVISION (DISTRICT 3 ) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration and direct the Clerk to file a <br /> Notice of Determination; and <br /> 2. Approve ZR-88-28 to reclassify property from R-2 , C-2, C-M and <br /> M-2 to M-1, with the deletion of the following parcels from the <br /> project area: APNs 143-280-07 , 143-280-09 , 143-280-11, <br /> 0-15 , 143-280-17 and 143-280-18. <br /> 143-280-13, 143-28 <br /> j REASON FOR RECOMMENDATION: <br /> The Planning Division initiated this Zone Reclassification to make the <br /> with its General Plan designation, <br /> project area' s zoning consistent <br /> Limited Industrial. Under the adopted Zoning/General Plan Consistency <br /> Matrix, the existing zones are not consistent with Limited Industrial; <br /> ! however, the proposed M-1 zone is the primary implementation zone or <br /> j the Limited Industrial designation. <br /> The Planning Commission reviewed this item on May 19 , 1988. At the <br /> public hearing no one appeared to speak in favor of the project. One <br /> resident of the project area, Bert Heald, spoke in opposition to the <br /> project. Mr. Heald' s concern with the proposal was that it would <br /> '.• interfere with the continued residential use of his property. After <br /> some discussion regarding the potential land use restrictions that the <br /> M-1 rezoning would place on residentially developed parcels, the <br /> Planning Commission voted to recommend approval of the M-1 zoning <br /> only for those parcels fronting on State Route 26 and two vacant par- <br /> cels at the northern end of Stokes Avenue. The Commission further <br /> asked the staff to look at the appropriateness of the Industrial <br /> designation for the remainder of the area as a part of the General <br /> 3 Plan update.
