The proposal <br /> was to reclassify parcels to M-1 , the primary implementation zone <br /> for Limited Industrial . The Planning Division initiated the Zone <br /> Reclassification in response to an inquiry from a prospective <br /> purchaser of Assessor Parcel No . 143-280-11 , a parcel located <br /> along the east side of Stokes Avenue . The purchaser indicated <br /> that he would like to establish a tree service truck and equipment <br /> parking yard on the Stokes Avenue parcel . The Planning Division <br /> determined that , because the site ' s zoning, R-2 , was inconsistent <br /> with the General Plan designation, a Zone Reclassification to M-1 <br /> would be necessary to achieve Zoning/General Plan consistency and <br /> to allow the purchaser to make application for his intended use . <br /> The Planning Commission reviewed ZR-88-28 on May 19 , 1988 . The <br /> purchaser of APN 143-280-11 did not attend the public hearing. <br /> Bert Heald, the owner/resident of APN 143-280-17 , spoke in oppo- <br /> sition to the ZR-88-28 proposal . Mr . Heald' s concern was that <br /> under the proposed reclassification to M-1 , a Use Permit would be <br /> required for him to add on to his residence . At the conclusion <br /> of the public hearing, the Planning Commission deleted all Stokes <br /> Avenue parcels from the reclassification, with the exception of <br /> Assessor Parcel No. ' s 143-280-43 and 05 , both vacant parcels. <br /> The Board of Supervisors approved the Planning Commission' s <br /> recommendation on July 7 , 1988 . <br /> Steven Richter , the prospective purchaser of APN 143-280-11 , <br /> wishes to pursue the Zone Reclassification for his parcel . Under <br /> Planning Title Section 9-1113 , however , a one-year wait is <br /> required before reapplication can be made on a project that has <br /> been denied. Mr . Richter is requesting that the Planning <br /> Commission initiate a reapplication of the ZR-88-28 proposal for <br /> APN 143-280-11 only. <br /> CD/HSI/blm <br />
