Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Zone Reclassification Application No . ZR-88-28 to <br /> reclassify 8 . 7 acres from R-2 , C-2 , C-M, and M-2 to M-1 . <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1 . "The recommended M-1 zone district is consistent with the <br /> General Plan. " <br /> Staff was able to make an affirmative determination for <br /> this basis of approval . Under the adopted Zoning/General <br /> Plan Consistency Matrix, the M-1 zone is a primary imple- <br /> mentation zone for the Limited Industrial designation. <br /> 2 . "The site of the recommended M-1 zone district is suitable <br /> for any of the land uses permitted within the proposed M-1 <br /> zone district . " <br /> Staff was able to make an affirmative determination for <br /> this basis of approval . Public services are available for <br /> sewage disposal treatment and water supply. The adjacent <br /> Stockton Diverting Canal provides a potential discharge <br /> source for construction of a public terminal storm drainage <br /> system. With provisions for public services, the project <br /> area is suitable for buildout with M-1 uses . <br /> 3 . "The recommended M-1 district is reasonable and beneficial at <br /> this time . " <br /> ° Staff was able to make an affirmative determination for <br /> this basis of approval . To allow development of the pro- <br /> ject area in a manner consistent with the Limited <br /> Industrial General Plan designation, it is necessary to <br /> reclassify the site to an implementation zone for this <br /> designation. The M-1 zone is the primary implementation <br /> zone for Limited Industrial . <br /> 4 . "The recommended M-1 district will not have a substantial, <br /> adverse effect on surrounding properties.
