The proposed M-1 <br /> zone would allow development of light manufacturing uses, which <br /> would appear to be compatible with the existing, surrounding, <br /> nonresidential land uses. <br /> Traffic Circulation: <br /> The local transportation network appears adequate for the <br /> industrial development that would be permissible under the M-1 <br /> zone. The project area' s parcels are located either along or <br /> very close to Fremont Street , a designated arterial . <br /> Generally, arterials are adequate to accommodate industrial <br /> traffic . If street improvements are required for buildout of <br /> the project area, such improvements will be reviewed when <br /> development applications are submitted for parcels within the <br /> project area. <br /> FACILITIES/SERVICES : <br /> The development requirements for sewage treatment , water supply, <br /> and storm drainage were reviewed above under the "General Plan <br /> and Zoning" section. <br /> The project site is located within the East Stockton Sanitary <br /> Sewer Service Area. Sewer allocations have been based on resi- <br /> dential uses and will , thus, severely restrict potential manufac- <br /> turing uses . Specifically, 80 allocations were alloted to this <br /> area as compared to 200 that would be necessary to permit a full <br /> range of industrial users. <br /> If a "dry" industrial zone is developed with the General Plan <br /> update that will be designed to permit those uses with minimal <br /> sewage needs, this entire area will be rezoned. If a "dry" <br /> industrial zone is not adopted, staff will amend the General Plan <br /> designation on the remaining area to be consistent with the <br /> current R-2 zoning. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> On the basis of the Initial Study prepared for ZR-88-28 , the <br /> Planning Division concluded that the reclassification to M-1 <br /> would not have a significant , adverse effect on the project <br /> environment . On this basis, a Negative Declaration has been pre- <br /> pared. <br />
