PLANNING COMMISSION MINUTES <br /> MAY 19 , 1988 <br /> 5 . ZONE RECLASSIFICATION APPLICATION NO. ZR-88-28 (FREMONT <br /> STREET/STORES AVENUE AREA) OF THE SAN JOAQUIN COUNTY PLANNING DIVISION <br /> for a Zone Reclassification of 8. 7 acres from R-2, C-2, C-M and M-2 to <br /> M-1. The property is located in an area generally bounded by Stokes <br /> Avenue on the west, the Stockton Diverting Canal on the north and <br /> east, and Fremont Street on the south, East Stockton. (District 3 ) <br /> Harry Islas, Associate Planner, introduced a staff report into the <br /> record. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS/OPPONENTS : Bert Heald, 864 Stokes Avenue, was present. He <br /> said he purchased his property for residenctial use. He paid consider- <br /> able money for the sewer connection and now this rezoning would take <br /> away his ability to enlarge his home. He objected to the proposed <br /> rezoning of his property. In answer to a question, he noted that <br /> abandoned vehicles have been along the road for about 6 months and he <br /> has reported them. He said the vehicles do not belong to him. <br /> PUBLIC HEARING CLOSED <br /> There was a discussion on the width of Stokes Avenue and how much area <br /> would be lost to the properties fronting on Stokes Avenue should that <br /> street be widened. It was noted that roughly ten feet of right of way <br /> would be added to Stokes Avenue. <br /> Comm. Gillispie suggested that the residential parcels along Stokes <br /> Avenue be removed from this proposal until there is further study of <br /> the General Plan and zoning for the area. <br /> MOTION: Moved, seconded (Gillispie-Gabbard) and carried by a vote of <br /> 6-1 (Comm. Morri voted no) to: <br /> 1. Approve the Negative Declaration and direct the Clerk to file a <br /> Notice of Determination; and <br /> 2. Approve Zone Reclassification Application No. ZR-88-28 to <br /> reclassify from-R-2, C-2, C-M and M-2 to M-1, based on the Bases <br /> for Recommendation noted in the staff report; and that the <br /> following Assessor Parcel Numbers be deleted from this proposal: <br /> Delete the following from the proposed rezoning: <br /> APN 143-280-7, 143-280-9 , 143-280-11, 143-280-13, 143-280-15 , <br /> 143-280-17 and 143-280-18. <br /> ------ -------------------------------------------------------------- <br /> -1- <br />
