Recommendations : That a <br /> Development Plan including drainge, driveway access details, on-site <br /> parking, be submitted to the Department of Public Works for approval. <br /> - Local Health District - Conditions : RE : U-81-37 - The applicant has <br /> met the Health Districts conditions as specified in U-81-37 and this <br /> District recommends approval. <br /> - Air Pollution Control District <br /> Pacific Telephone & Telegraph Company <br /> Pacific Gas & Electric Company <br /> Mokelumne Fire District <br /> Water Quality Control Board - Tenneco West, Inc. has applied for a <br /> permanent conditional use permit to allow continual use of their <br /> disposal ponds and has requested us to inform you of the -status of <br /> their waste Discharge Requirement (WDR) . One condition of their 1981 <br /> use permit was that they obtain waste discharge requirements from the <br /> Regional Water Quality Control Board. We are in the process of re- <br /> viewing their application and drafting the WDR. Tenneco has been <br /> cooperative and has responded diligently to all questions regarding <br /> their operations. We anticipate the WDR should be completed in January <br /> of 1982. <br /> OTHER CONSIDERATIONS } <br /> - The Environmental Review Officerhas determined that this project may <br /> be processed under a Negative Declaration. The Initial Study is on file <br /> in the Planning Department. <br /> - The proposal is identical to U-81-37 approved on January 8, 1981 which <br /> was to legalize the existing pond. <br /> - That permit was approved subject to the following : <br /> 1. This Use Permit is approved for one year. Applicant may apply <br /> for renewal. Request for renewal would have to be submitted <br /> prior to expiration of this permit. <br /> 2. Local Health District : <br /> a) Obtain discharge requirements from the Regional Water Quality <br /> Control Board, Central Valley Region. Provide minimum five <br /> foot high perimeter fencing around the ponds with a locked <br /> gate. <br /> b) Regulations of Air Pollution Control District : <br /> (1) Scrubber exhaust: Rule 407. Sulfur Compounds - A <br /> person shall not discharge into the atmosphere sulfur <br /> compounds, which would exist as a liquid or gas at <br /> standard conditions, exceeding in concentration at the <br /> point of discharge : 0.2 percent by volume calculated <br /> as sulfur dioxide (S02) . <br />
