CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 82-061 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> TENNECO WEST, INC. , VICTOR FRUIT OPERATIONS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Board) , finds that: <br /> 1. Tenneco West, Inc. (hereafter Discharger) presently discharges wastewater <br /> generated from fruit and vegetable packing, storing, and shipping, and <br /> cherry brining processing operations to land disposal . The facility was <br /> formerly owned by Victor Fruit Growers. No waste discharge requirements <br /> have been adopted for previous operations. <br /> 2. The Discharger discharges an average of 20,000 gallons per day (0.88 1/sec) <br /> and a maximum of 40,000 gallons per day (1.76 1/sec) during the summer <br /> months to a series of six shallow percolation checks with intermittent <br /> irrigation of 11 acres of company-owned vineyards. Included is a discharge <br /> of cherry brining wastewater which can contain relatively high concentra- <br /> tions of salt and organic matter. <br /> 3. The discharge is in Section 4, T3N, R7E, MDB&M with surface water drainage <br /> to a municipal stormwater system which discharges to tributaries of the <br /> Mokelumne River. <br /> 4. The beneficial uses of Mokelumne River are municipal , industrial and agri- <br /> cultural supply; recreation; esthetic enjoyment; navigation; freshwater <br /> replenishment; and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. <br /> 5. The beneficial uses of the ground water are municipal , industrial , and <br /> agricultural supply. <br /> 6. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality objec- <br /> tives for all inland waters on the Basin. <br /> 7. The San Joaquin County Planning Department, on 23 December 1930, adopted a <br /> Negative Declaration on this project in accordance with the California <br /> Environmental Quality Act, Public Resources Code, Section 21000 et seq. <br /> 8. The Board has reviewed the Negative Declaration and concurs there are no <br /> significant impacts on water quality. <br /> 9. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge. <br />
