Quik Stop Markets has maintained, based on
data collected in the quarterly status reports, that the soil and
groundwater contamination is minimal and no further assessment is
needed.
Accordingly, the next step is to prepare and submit a Corrective
Action Plan or Final Remedial Plan.
The Corrective Action Plan should include a feasibility study to
evaluate alternatives for remedying or mitigating the actual and/or
potential adverse effects of the contamination. Three alternatives
should be proposed, one of which can be monitoring with quarterly
sampling. Discussion of the efficiency and cost-effectiveness of
all three alternatives to restore or protect the groundwater
beneath the site should be included. Documentation to support the
claims and justify the assumptions put forth in the discussion is
imperative and must be included.
Quik Stop Markets should also prepare and submit an Executive
Summary, a brief one page description of the plan of action Quik
Stop Markets is taking to mitigate the contamination at the site.
Three copies of the Corrective Action Plan and Executive Summary
are needed in order to initiate a public participation period. The
public participation period is a 30 day public comment period
required by law and it will begin upon receipt of the Corrective
Action Plan.
Please submit a Corrective Action Plan and Executive Summary by
February 17, 1992 .
A Division of San Joaquin County Health Care Services
