Quilt Stop Markets, Inc September 10, 1992 <br /> Project No. F7120.32 Page 1 <br /> APPENDIX A <br /> SITE BACKGROUND <br /> Quik Stop Markets No. 120 <br /> 9321 North Thornton Road <br /> Stockton, California <br /> Quik Stop Market No 120 currently utilizes four underground fuel storage tanks on-site two <br /> 10,000-gallon gasoline tanks,one containing regular leaded gasoline and one containing unleaded <br /> gasoline, and two 8,000-gallon tanks, one containing diesel and the other premium unleaded <br /> gasoline In 1987, RESNA Industries Inc (RESNA), operating under our previous name, <br />' Exceltech, Inc (Exceltech), installed a vadose monitonng system around the four tanks at the site, <br /> which detected the presence of hydrocarbons Leaks were found in the fuel system and were <br /> determined to be confined to the diesel fuel product lanes The lines were then excavated and <br />' repaired Exceltech removed the contaminated soil and backfill material and examination of the <br /> remaining soil and backfill indicated that the contamination had been removed The excavation was <br /> backfilled, the system precision tested, passed the test, and put back into operation <br />' In October 1990, RESNA completed a soil and groundwater investigation for the subject Quik <br /> Stop Market in Stockton, California This investigation was initially begun as an emergency <br /> response in March 1990, due to the station's leak detection system being in the alarm mode The <br /> invesnganon included drilling three exploratory borings, collecting soil samples at 5-foot depth <br /> intervals for identification and analysis, converting the borings to groundwater monitoring wells <br /> and collecting groundwater samples for laboratory analysis. During the course of a leak detection <br /> study, which was not conducted by Exceltech, it was found that product lines were leaking The <br /> product lines were repaired, contaminated soil excavated and removed, and the excavation <br /> backfilled with clean fill (Exceltech, October 9, 1990). The system was then precision tested, <br /> passed the test, and put back into operation In December 1990, a quarterly groundwater <br /> monitoring program was initiated. <br /> In April 1991, due to regulatory concerns about hydrocarbons found in groundwater during the <br /> December 1990 sampling and analysis, an additional sampling and analysis was performed. This <br />' sampling and analysis confirmed the non-detectable results of the March 1991 sampling and <br /> analysis In February 1992, after four consecutive quarters of non-detectable results, Quik Stop <br /> Markets requested reduction of quarterly sampling and analysis to a semiannual schedule On <br /> March 3, 1992,the San Joaquin County Public Health Services approved this request <br />
