Record ID#: COLL19Q7Y <br /> LOWELL,AR 72745- Program Element: 2546 <br /> Spill Location: 1624 ARMY CT, STOCKTON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGEMASTE RELEASE: <br /> 4 GALLONS OF DIESEL RELEASED FROM PUNCTURED DIESEL TANK ON TRUCK, NEARBY DRAIN IMPACTED. <br /> OBSERVATIONS: <br /> Met with Drew, security for JLL. Showed me site clean-up.Two 55-gallon drums with waste solids contaminated with diesel <br /> and one 55-gallon drum with water contaminated with diesel observed on site. <br /> Contacted Justin Duke, Foreman,for Ancon Environmental discussed clean-up stated that waste will be picked up on <br /> Monday(4-6-2020). Contacted Nikki Martin, Premium Environmental Services. She provided me with responsible party <br /> contact information. <br /> All generated clean up wastes must be transported according to all applicable manifesting procedures(HSC25160(b)(3)) <br /> and disposed of according to all applicable Title 22 regulations. The disposal of any hazardous waste, or the causing <br /> thereof, is prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. <br /> HSC25189.5(a).1 <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> • Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> IMMEDIATELY. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> For the following hazardous waste: <br /> -Two 55-gallon drums with waste solids contaminated with diesel <br /> -One 55-gallon drum with water contaminated with diesel. <br /> Please manage according to Title 22 California Code of Regulations for hazardous waste.
