SAN JOAQUIN <br />CC LJ N T Y ------- <br />Environmental Health Department <br />RCRA Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />AMAZON.COM SERVICES, INC-SMF3 <br />3923 S B ST, STOCKTON <br />March 02, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />102 <br />CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />OBSERVATIONS: <br />-One black plastic 55 gallon drum of fertilizer and grass seeds was observed in the hazardous waste storage cage <br />labeled as non -hazardous waste. The drum of fertilizer and grass seed contained one 4 liter container of BC Bloom, <br />approximately six 8 ounce containers of Rooting Compound and 4.5 pounds of Miracle Grow Shake n Feed Palm <br />Fertilizer. An incomplete hazardous waste determination was made for the BC Bloom using the SDS. The SDS for <br />BC Bloom did not contain enough information to make a hazardous waste determination for the hazardous <br />characteristics of corrosive and toxic per Title 22 regulations. In section 9 of the SDS, the pH was listed as acidic. <br />No value of pH was included. Sections 11 & 12 did not contain fish bioassay results for BC Bloom. <br />-Sarah Basler (HazMat Coordinator) demonstrated how the waste determination for BC Bloom was made using the <br />SDS sheet and the Stericycle Matrix. The above items on the SDS were not taken into consideration. Sarah Basler <br />also took the two main ingredients of BC Bloom (Monopotassium phosphate & Potassium nitrate) and searched for <br />them in the Stericycle Matrix. Since those exact words did not appear in the Stericycle Matrix she determined that <br />BC Bloom was non -hazardous. Other more generalized items on the Stericycle Matrix (Aqueous Solution, etc.) <br />were not taken into consideration. <br />-Metal fines are being generated in the maintenance area on the horizontal band saw and the sander. Metal fines <br />are being recycled as scrap metal without first making a hazardous waste determination. <br />REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br />as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous <br />wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive <br />or ignitable. <br />Metal particles 100 microns or smaller in size must be handled and disposed of as hazardous waste if the metal is <br />determined to be a hazardous waste. Metal particles larger than 100 microns in size can be recycled as scrap <br />metal. <br />CORRECTIVE ACTION: Immediately stop disposing of the items in the fertilizer & grass seed drums as <br />non -hazardous waste. Immediately stop recycling metal fines. Make a complete hazardous waste determination for <br />each waste and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test <br />results or other knowledge to support your hazardous waste determination. Waste testing must be done using <br />methods specified in Title 22 CCR including sections 66261.20-24. <br />Submit a statement and supporting documentation with your hazardous waste determination.
