Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW— HUMAN HEALTH AND ECOLOGICAL SCREENING EVALUATION, TAOC TRACY <br /> RAIL YARD— OFFSITE, WEST AREA, TRACY, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a report entitled Human <br /> Health and Ecological Screening Evaluation (Report), Tidewater Associated Oil Company (TAOC) <br /> Tracy Rail Yard Offsite-West Property (Site), Tracy, San Joaquin County, CA. The Report, dated <br /> 10 July 2012, was prepared for Chevron by AMEC Environment & Infrastructure (AMEC). <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the Report and related 2005—2010 soil and groundwater investigation reports prepared <br /> for Chevron by AMEC and other consultants. Central Valley Water Board staff concurred in a <br /> 26 March 2012 letter to Chevron, that crude oil affected soil and groundwater had been defined and <br /> a Screening Evaluation could be prepared. Detailed comments are provided in the enclosed <br /> memorandum. <br /> Based on our review, Central Valley Water Board staff concurs with the findings of the Screening <br /> Evaluation, The Site is a candidate for closure, and a No Further Action Required (NFAR) <br /> determination may be prepared. In addition, a Soil and Groundwater Management Plan (SGMP) <br /> needs to be submitted. <br /> Documentation to support a NFAR closure determination should be completed in accordance with <br /> California Regional Water Quality Control Board, Central Valley Region's 16 April 2004 update to <br /> Appendix A of the Tri-Regional Board Staff Recommendations for Preliminary Investigation and <br /> Evaluation of Underground Tank Sites - No Further Action Requests. Section 6.5 - NFAR for Cases <br /> Exceeding Water Quality Objectives should be followed for documenting Site conditions. <br /> By 15 January 2413, please submit the SGMP and documentation to support a request for a <br /> NFAR determination.
