PUBLICS HEALTH SEkVICES
SAN JOAQUIN COUNTY '
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer `...
304 East Weber Avenue, Third Floor • Stockton, CA 95202 iii 60
2091468-3420
PAUL VERMA AUG 2 0 2001
CITY OF TRACY
520 TRACY BLVD
TRACY CA 95376
RE: Boyd Service Center SITE CODE: 1421
560 Tracy Blvd
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the file for the above referenced site and has the following comments.
In August 1995 an unauthorized release of petroleum hydrocarbons was discovered at
this site during a product line upgrade. A work plan to investigate the extent of this
release was submitted to PHSIEHD in April 1998 and was approved in May 1998, but
was never implemented.
In December 1998 three underground storage tanks (UST's)were removed from this site
under permit and inspection by PHSIEHD. Tanks #1 and #2 were 8,000 gallon UST's
storing gasoline and tank#3 was a 5,000 gallon UST storing diesel fuel. Analytical
results of samples collected from beneath the three UST's and their associated
dispenser islands were positive for petroleum hydrocarbons at concentrations up to
4,700 milligrams per kilogram (mg/kg) total petroleum hydrocarbons as gasoline (TPHg),
1,200 mg/kg TPH as diesel, 460 mg/kg xylene and 2.3 mg/kg methyl tertiary butyl ether
(MtBE) in the soil. The grab groundwater sample from the bottom of the tank pit was
reported to contain 16,000 micrograms per liter (µg11) TPHd, 300 pg/i TPI-Ig and 1,400
µg11 MtBE.
A second work plan to investigate the documented contamination at this site was
submitted to PHSIEHD in January 1999. The work plan proposes to begin the
investigation of this site with a series of soil borings to collect soil and grab groundwater
samples, followed by the installation of three shallow groundwater monitoring wells. The
work plan is approved with the following conditions:
1) Revised analytical data tables that include the TPHd results from the tank pull
samples must be submitted to PHSIEHD.
2) A target total depth for the soil borings must be submitted in writing to
PHSIEHD.
A Division or San Joaquin County Health Care Services
