C <br /> Wright Project No. 4529-D PHS EHD Site Code 1421 <br /> Dear Mr.Best, <br /> Wright Environmental Services, Inc. (Wright) is pleased to provide you with this workplan for the <br /> environmental investigation at the above referenced site (city corporation yard) located at 520 Tracy <br /> Boulevard,Tracy,CA(see Figure 1). The purpose of this work is to ascertain the depth to groundwater, <br /> identify suspected petroleum contaminants in soil and groundwater and install monitoring wells around the <br /> former tank area as required by the San Joaquin County Public Health Services Environmental Health <br /> Division (PHS EHD) in their letter dated January 26, 1998. <br /> Background <br /> The corporation yard is adjacent to an area formerly used by the railroad for bulk locomotive fuel storage. <br /> Aerial photographs show that large surface tanks stored fuel for decades. Prior to acquiring the property for <br /> the corporation yard, the property shared a common boundary to this railroad fuel storage area, and <br /> automotive fuels also may have been stored in this area. Sampling for the presence of contamination has <br /> not been performed in this immediate vicinity however,other areas of former bulk railroad fuel storage areas <br /> in Tracy has revealed contaminated soil and groundwater. <br /> 3 <br /> Three corporation yard underground fuel storage tanks(Tank #1 5,000 gallon diesel; Tank #2 8,000 gallon <br /> gasoline; TankA4 8,000 gallon gasoline) were used by the City until their removal from the site on <br /> December 22, 1998 (see Figures 1,2 and 3). Soil excavated from the tank pit was stockpiled on-site and <br /> soil samples were collected from beneath the tanks(two samples each at 15 feet)and dispensers(one sample <br /> each at 3 feet). The results are presented in the attached Tables 1 and 2. The data indicate that leakage has <br /> occurred from Tank #2 and Dispenser#2 into soil. A water sample collected from the tank pit was also <br /> contaminated. Approximately 300 yards of contaminated soil from the tank pit was reused as fill in the <br /> tank excavation. Prior to backfilling, the excavation was lined with 10 mil plastic as required by PHS <br /> EHD. Clean native fill (2 feet)was placed over the contaminated soil followed by clean imported Class 11 <br /> base rock and 3-inches of asphalt. <br /> Scope of Work <br /> Aerial Photograph Review and grounding Site Review <br /> A brief review of aerial photographs and investigation reports of sites within 1000 feet will be performed to <br /> gather additional information regarding the proximity of the former railroad fuel storage and the corporation <br /> yard(see Figures I and 2).
